I wish it was like that. Unfortunately it isn’t. Please find a screenshots attached.
They show a specific vendor store (your VENDOR STORES post type) in the backend and the database. Please check the respective IDs.
So clearly, the custom commission rate for a VENDOR (not a single product) is NOT being saved to the usermeta as you described above.
