If it worked, ever, it was due to there being only one vendor, and in that case sometimes it would have calculated properly.
However, it will not with more than one vendor in the cart.
Although it has not been worked out yet how we can provide discount/coupons for site wide that can be applied and calculated properly, it will likely be worked on in the future, yes.
