The theme or child theme functions.php file is where you would place the modifications – filters, actions, etc. that you would add in order to change the placeholders or add placeholders or instructions to the product add/edit page.
Some fields already have placeholders, so you can just use a filter to change those if you wish.
Other areas you can use the action hooks to add in instructions/text.
