Hello,
I believe this is indicating that your paypal account does not have mass pay abilities/permissions.
Please contact paypal and ensure that you have mass pay capabilities with your account.
Otherwise, paypal adaptive can only be used for the INSTANT payment type, not scheduled or NOW.
