From what I can tell, vendors can only see the media they’ve uploaded. Is there any way to allow them to see media that the admin has added to the library?

Line 253. Modifying this function would allow you to do basically anything you want.

Without modifying the plugin source code you can just remove the filter with the following code in your function file for your theme.
