Why there are two type of users “Voucher vendor” & “vendor”, I want to use “Voucher vendor” whenever to assign any vendor to any product, while creating products/deals etc.

We have nothing to do with the role Voucher Vendor. The only roles we use or add to wordpress are VENDOR and PENDING VENDOR. I do not know anything about this Voucher Vendor role or what the capabilities of the role are. This must be coming from perhaps another plugin you have installed, but I cannot see what your system looks like since you did not share your woocommerce system status with us when creating this topic.
