I would like to know how to add a note for the users who want to give feedback to the shop in terms of reviews and ratings but have not signed up in order to do so. Especially when they use the links in the email to give feedback. maybe just to point out i dont want to force them to signup when they are making thier order.

You are using WC Marketplace, not WC Vendors. That is a different plugin that we do not write, and so please contact that plugin author.
