On my site, I have a vendor account that is my own. It’s a vendor account distinct from my admin account. When products from that shop are sold, The vendor gets nothing. The main challenge is with the PayPal gateway. Commission is set at 0% and the shipping is turned off but it still won’t allow the PayPal transaction
If the transaction is between 2 other vendors it works perfectly.

What’s happening is that the system is telling PayPal to make a split payment, and the two receiving accounts are [email protected] & [email protected]. Since the two receivers are identical, PayPal throws a fit.

This appears to be a bug in WCV, in that you said your setting for the vendor in question are such that he should receive no shipping and no part of the payment. If it is, Jamie will find it shortly, and I’m sure he’ll fix it. In the meantime, what you can do is set the vendor to receive 100%. By doing that, he receives both shipping and full payment, and you(the admin-you) get cut out completely. But that won’t matter in this case, since you are both admin and vendor. That’s my advice. No warranty.

You cant split payments to yourself. The correct way to have admin as a vendor too, is not to set the vendors paypal for the admins vendor account. Then, nothing can be split and admin keeps it all anyway.

To fix: wp-admin > users > vendors > edit the admins vendor account, and delete the paypal email.

I took out the email and set the vendor to 0% and no shipping but that didn’t work either

That bug will be patched the next minor release bump. I know Jamie resolved it already and he’s just cleaning up some more before its released.
