Good day!
I couldnt find any topics on forums about if we can have both Flat rate and Country table rate in Vendor’s dashboard, so that Vendor can choose which type of shipping to use. Or if the Flat rate is filled the vendor all the same can add some country rate for this exact product.

Admin chooses a default shipping for vendor shipping- either Flat Rate or Country Table Rate.
however, if you have a vendor who wishes to use the other choice, other than your default, you can override this by going to that user in the wp admin and setting their shipping to the other choice (i.e. your default in admin is flat rate– vendor A wants country table rate. GO to: wp admin > users and Vendor A. Switch Vendor A to Country Table Rate.)@FERVOUS

Yes, we use that functionality, but I wanted to try to activate the dropdown with choice exactly on each Vendor’s dashboard.
When I add both methods for vendor, extending code, the country table rate always have the priority. If flat rates are filled and a country table rate is empty, on a product page and cart page there is a note:
There are no shipping methods available.@nataliza
Ahh ok- well no, we do not currently have the option for the vendor to choose on the dashboard between country table rate and flat rate.
I can submit this as an enhancement request to see if it would be a possible feature that could be added in the future.@nataliza

On their page, scroll down to the drop-down box that says, Shipping Type
