NOTICE: We've Moved to a Ticket System for Support

We are opening an app-based delivery service. We would like a solution for our woocommerce shop that does the following:
Buy buys -> Order is send -> Client is paid for product ->We are paid a flat delivery fee, plus any tips. Basically, a payment gateway that will pay us a set amount and whatever tips, and will send the rest of the amount to our vendor.
Can WCVEndors do this?
