I need to create subscription packs for vendor that allow charge for product uploads, product limits and time.

We do not have anything built-in for per-product charging, limits or time within WC Vendors or WC Vendors Pro.
I would recommend that you contact a developer at https://codeable.io for a quote for this custom work. they are knowledgeable and familiar with WooCommerce and WC Vendors at codeable.io.
