If you are sure it is enabled in settings (wp amdin > Woocommerce > Wc Vendors > general > Allow users or guests to apply to become a vendor )
Then please be sure you are guiding your visitors to register on the WooCommerce /my-account/ page rather than the standard wp login or register. The checkbox for “Apply to become a vendor?” is on the /my-account/ registration page.

Alternately, you can guide them to the vendor dashboard (the page where you have placed the [wcv_vendor_dashboard] shortcode) to apply. If they are not already registered as a vendor, they’ll go to the application rather than the vendor dashboard.

Isn’t there short code or separate page where we can send someone to register as a member? This all seems backwards, that they need to have an account first.

What if we need specific information during the registration process. Like asking them what they plan to sell, etc.

For WC Vendors free, we hook into the WooCommerce my-account page for the vendor registration.
If you would like to add fields to an application form, in WC Vendors Pro we have a template that can be modified.

A site visitor can apply to become a vendor and register for your site at the same time if you use the woocommerce my-account page for registering the visitors.

You would need to be using WC Vendors Pro, as specified above. For Free, we have the checkbox added to the woocommerce /my-account/ page, but no front-end template.

Ahh sorry- this was int he WC Vendors Free forum, so I thought at the time that you only has wc vendors free.
The template for the PRO Vendor Application can be found here:
    wp-content/plugins/wcvendors-pro/templates/front/vendor-signup-form

This can be modified by moving it to your theme/child theme with the following path:
    wp-content/themes/your-theme-or-child-theme/wc-vendors/front/vendor-signup-form.php

See this article if you have not yet modified Pro templates:
