I am also having this issue.
YazminParticipantOk, so I just emailed a few vendors so they know they can make the change from their dashboard.
But as an admin I cannot make the change myself. The max-shipping in woo-commerce->settings is ignored.
And in wp admin > users > vendor-name there is no max-shipping field, I can set a shipping amount, but not the maximum.YazminParticipantI just tested changing it on one of the vendors dashboard and it works if I make the change there.

YazminParticipantBTW – I can see the shipping is applied correctly on checkout. The problem is when it gets to PayPal, there it gives me the whole shipping charges.
YazminParticipantThanks for the response. I have the latest update of the theme. As a “quick fix” I tried renaming the store-settings.php to store-settings.other so that it will ignore this one and use the one from the plugin. However that didn’t work. I still get the shipping.
YazminParticipantThe store shipping country is not saved in users. I don’t know if this might be the reason.
Had a problem a few month ago where I chose Puerto Rico from the drop-down yet it wasn’t saved and you guys fixed it, so I’m not sure if now with the update that got changed and has anything to do with the shipping issue.YazminParticipantHi Anna,
It is basically the same issues previously discussed. The per product shipping isn’t ideal for us in some cases. For example, I have a vendor that sells nut spreads. It costs her $6.80 to send up to 5 jars together. However if a costumer tries to buy the 5 jars the system will show $34 of shipping (5 x 6.80).
I am trying to figure out if somehow we can simplify it on our end. We created “packages” – ex – 4products package for one-shipping-cost. But it doesn’t always work for the vendors either.YazminParticipantAnna,
