1.) That’s good, there’s not supposed to be. There are no payment settings for Stripe paying vendors — at checkout, if the vendor is connected to stripe, they get their $ then. If not, you pay them manually later.
2.) a. – Probably as a result of being in test mode. Once you go live, no issues.
b. – Yup, those payment settings are paypal only, you can ignore the entire payments tab. 🙂
