Admin chooses a default shipping for vendor shipping- either Flat Rate or Country Table Rate.
however, if you have a vendor who wishes to use the other choice, other than your default, you can override this by going to that user in the wp admin and setting their shipping to the other choice (i.e. your default in admin is flat rate– vendor A wants country table rate. GO to: wp admin > users and Vendor A. Switch Vendor A to Country Table Rate.)
