You’ll have to discuss this with PayPal.
They are starting to out more limitations on mass pay accounts, and more often now there is more trouble with people being able to simply set up their adaptive payment accounts.
In your case, @iakapm , it is not the ? issue- that was different.
Please describe to them all that you are experiencing and tell then that they do, in fact, have adaptive payment services and you need to be able to talk with someone who has a clue.
