Ok- first things first– you’ll need to check this and fix it:
Pro Dashboard Page: ✕ -Your pro dashboard page cannot be set to your free dashboard page. Click here to change.
As for the SAVE PENDING: in your WC Vendors settings are you allowing vendors to publish products without approval?
wp admin > woocommerce > wc vendors > capabilities
If not, then the button will say SAVE DRAFT or SAVE PENDING
