Please make sure that you allow registration on the my-account page.
Go to: wp admin > woocommerce > settings > accounts : Enable customer registration on the “My account” page.
Also, in your WC Vendors settings.. make sure you have enabled apply to become a vendor:
wp admin > woocommerce > wc vendors > general: Allow users or guests to apply to become a vendor
