Yes- you can use both.
If the customer checks out (pays) using Stripe, and the vendor(s) is connected to Stripe, then their commissions will go to their Stripe account at checkout. If one or all of the vendors are not connected to Stripe, then their payment will do to admin and be shown as due commission. Admin will need to pay them manually.
Same with PayPal. If the customer checks out via PayPal, and you have “instant” selected in wp admin > woocommerce > wc vendors > payments.. the vendor(s) who have their PayPal email set in their settings will receive their commissions payments to their PayPal account(s).
Any non-PayPal using vendors.. the commissions will be sent to admin, and admin will need to pay them manually.
