With WC Vendors Pro, you can certainly limit what the vendor(s) have access to if you do not wish for them to have full control of the stores and view all functions.
You can set the permissions so that they can submit a product for review, but it will stay in draft status unless and until admin approval– yes.
A multivendor cart. Order come in as one order. Woo splits order per vendor, emails shipping label to each vendor. Calculates separate commission for each vendors sales. Send out automatic sales payments to vendors bimonthly.

– order come in as one order: yes- essentially. WooCommerce considers it one order. WC Vendors splits the commissions and “orders” among any vendors in the WooCommerce order. As admin you can view the order as one order (wp admin > woocommerce > orders). Vendors will only see their products.. their part of the order. E Mails will go to the admin, the customer and the respective vendors. Admin and customer sees all products in the order in the emails following the sale. Vendors will only see THEIR product(s) in the email following a sale.
