I am working on a marketplace solution and I need capability for seller to leave review for the buyer just like Uber and Ebay. Can I do it with WC Vendor Pro? If yes, how? If not, are you aware of any plugin that will allow me to do the same?

We do not have anything built-in for vendors to review buyers, no.
If you use buddypress, then you could have something enabled for members to review or rate each other.. something like this plugin could be used:Just an idea..
