Hello. Currently if you are not logged in and you press the pro dashboard button it takes you to the signin page. Is their any way the pro dashboard button can be called “Sign in to vendor dashboard” when not signed in. Then when signed in can the button be called “Pro vendor dashboard.” We are using a buddyboss theme so our pro dashboard button is the best way for our vendors to log in but it needs a clear label for them to know that is where they sign in

You could use the plugin NAV Menu Roles https://wordpress.org/plugins/nav-menu-roles/ to display the Pro Dashboard text for the link to logged in vendors, and the same link, but with something else for the text, like Login or Signup for non-logged in users or non-vendors.
