Are you able to add a status like mark shipped which says something like mark ready for pickup.
In the orders section for admin if you can do a list pick list of this items.This would enable fulfillment by admin in an easy way.

You can custom program the templates and your WooCommerce installation any way you want. This isnt default behavior for WC Vendors or Pro though.
This is on the vendors end? What I mean is when the order goes to the vendor. They mark it as shipped following which the admin closes the order. So instead of that marked shipped, it’s just mark ready or something.
