Sorry – this is a duplicate question from another topic that may have gotten more confusing than necessary.
I think my main issue/question can be more simply stated as follows: Why can’t I get a Toolbar to show for a Vendor. And, without a Toolbar, how is a Vendor supposed to add a product?

Again, sorry for a semi-duplicate topic.
I have managed to configure menus, links, widgets to get some navigation for Vendor Users.
However, that still leaves a most important issue unresolved. That is, when adding a New Product as a Vendor, the Product Data dropdown is still totally unavailable for any selection.
It is available as a Shop Manager.
Using WC Simple Auction
Vendors use the /vendor_dashboard/ for WC Vendors Free, and /dashboard/ for WC Vendors Pro. Easy as that. 🙂 No toolbar needed, it’s all contained within the page.
If the product data dropdown is missing, check your wp-admin > WooCommerce > WC Vendors > Capabilities and enable all of them, then test again.
Simple Auctions are not supported in Pro (yet), however you can do it if you like, you’d have to customize the add/edit product template included with Pro in order to add in all those meta keys and allow for the values to be entered.
