Does anyone know of a solution to provide Gift Cards to customers “Site Wide” so that they can use the gift card balance to pay for goods and it would work the same, delegating those funds to the Vendors from the Admin’s PayPal?

Hello,
Currently, no- for the same reason we cannot presently offer site-wide (admin created) woocommerce coupons.
The way commissions is calculated at this time prevents this from being feasible.
We will be working with re-writing the commissions calculations in the future so that we can offer site-wide coupons, more shipping options, etc.Can you explain exactly what coupon features are available? It it JUST allowing Vendors to create “Vendor Specific” coupons?
When we create a coupon which make the customer only pay for shipping, it will not process through Paypal. See screenshots, is there a way around this issue?
